Accept as complete the work performed by Weka, Inc. for the construction of the Courtplace Housing Development (Infrastructure Improvements) Project (DE-24-124-SB).

COUNCIL GOALS:
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.
DISCUSSION:
On January 23, 2024, the City Council authorized the award of the construction contract to the lowest responsible/responsive bidder (Weka, Inc.) in the amount of $4,863,524.00 with a 10% contingency in the amount of $486,352.40 for the Courtplace Housing Development (Infrastructure Improvements) Project (#37600063). On July 23, 2024, the City Council approved the increase in City-Owned Contingency in the amount of $2,013,647.60, increasing the City-Owned Contingency to $2,500,000.00. The improvements consisted of the installation of a storm drain system, sanitary sewer system, restoration of existing improvements, and the modification of an existing detention basin located at 11196 Sierra Avenue to include partial backfilling and construction of a basin diversion structure.
Weka, Inc. completed the construction of the project on September 9, 2025. The project was successfully completed for the final contract amount of $6,537,965.93, using $1,674,441.93 of the $2,500,000.00 in City-Owned Contingency. All work has been completed to the satisfaction of the City of Fontana.
FISCAL IMPACT:
As part of the action to accept the construction of the Courtplace Housing Development Project (#37600063) as complete, the City will take over the operation and maintenance of this public infrastructure. Appropriate funding for the maintenance work is included in the FY 2025-26 budget under the Public Works & Engineering Department, Utilities and Streets Division.
