RECOMMENDATION:

Recommendation

Award bid and authorize the City Manager to execute a construction contract with Final Touch Construction (DS-25-45-SB) for improvements to 17133 Valley Blvd - The Path, formerly known as the Homelessness Prevention Resources and Care Center (HPRCC) in the amount of $428,470.00 and authorize a 15% contingency in the amount of $64,270.50.

COUNCIL GOALS:

                     Operate in a businesslike manner by correcting problems immediately.

                     Practice sound fiscal management by living within our means while investing in the future.

                     Provide a diverse range of housing types and levels of affordability while addressing homelessness in the community by acquisition, substantial rehabilitation, and professional management of selected multi-family properties to provide more affordable units and reduce crime and code enforcement activity.

 

DISCUSSION:

The City of Fontana has determined Homelessness and Homeless prevention as a top priority and has previously instructed staff to take all feasible actions in support of the City’s homelessness prevention plan.

 

The Path improvement project includes; conversion of the swimming pool and deck into a playground and general gathering area, installation of a new dog kennel and pet play area, new covered carport structure for storage of the city’s newly acquired mobile shower unit, fencing, lobby workstations, flooring, new ADA restroom, apartment remodel, and laundry room. The Purchasing Office initiated the Notice Inviting Bids for 17133 Valley Blvd Improvements - The Path.

 

On October 28, 2024, at 2:00 p.m. the bids for this contract were opened. A total of three (3) bids were received. Final Touch Construction is the lowest bidder with a Base Bid of $303,690.00 combined with their Additive Bid of $124,780.00 for a total bid of $428,470.00.

 

After reviewing the proposed bid documents, the Purchasing Division is recommending Final Touch Construction located in Fontana, CA. as they are the lowest, most responsive, and responsible bidders.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $428,470 with an additional 15% contingency for the total not to exceed $492,741 for the full term of the improvement contract. The Path improvement project is being funded by the American Rescue Plan Act (ARPA) project account 37600041-302-A-various.
