RECOMMENDATION:

Recommendation

1.                     Award bid and authorize the City Manager to enter into a construction contract with Matich Corporation for the construction of the Comprehensive Pavement Rehabilitation for High-Maintenance Segments Project in the amount of $2,025,911.00 and authorize a 10% contingency in the amount of $202,591.10 (DE-26-100-SB).

 

2.                     Approve and authorize the City Manager to enter into any and all utility agreements, utility easements, and subsequent agreements on behalf of the City of Fontana for the Comprehensive Pavement Rehabilitation for High-Maintenance Segments Project.

COUNCIL GOALS:

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by focusing on relief of traffic congestion.

 

DISCUSSION:

The City of Fontana’s 7-Year Pavement Management Plan includes the streets associated with the Comprehensive Pavement Rehabilitation for High-Maintenance Segments Project (“Project”).  The proposed improvements for this Project include full depth asphalt removal and replacement, mill and overlay, and reconstruction of non-ADA compliant curb ramps. This project will improve ride quality, increase pavement service life, and enhance the safety of both vehicular and pedestrian traffic.

 

On April 16, 2026, the bids for this project were opened.  A total of five (5) bids were received ranging from $2,025,911.00 to $2,555,268.90.  The Engineer’s Estimate was $2,723,516.00.  After reviewing the proposed bid documents and performing reference checks, Engineering staff has determined Matich Corporation to be the lowest responsive and responsible bidder in the amount of $2,025,911.00.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $2,025,911.00 for the full term of the construction and $202,591.10 for construction contingency, for a total of $2,228,502.10.  These amounts are included in the Fiscal Year 2025-26 budget, in 37604103-601-B-8330 and 37604103-601-B-8331 respectively.
