RECOMMENDATION:
Recommendation
1. Approve and authorize the City Manager to execute Task Order 3.2 to Fenagh Engineering & Testing in the amount of $58,901.52 for Support Services on Fire Station No. 81, for a total Task Order amount of $125,756.52.
2. Approve and authorize the City Manager to execute any future amendments to the Task Order.

COUNCIL GOALS:
• Improve public safety by maximizing fire and emergency medical service resources.
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.
DISCUSSION:
Fire Station No. 81 is a priority one project that involves the construction of a new fire station at the northern edge of the City limits. The proposed site is located on the southwest corner of Casa Grande Avenue and Montelena Road (approximately 0.2 miles west of Sierra Avenue). The new fire station is needed to improve response times in the Summit at Rosena Specific Plan area. The proposed new fire station will help meet the goal of response times that are less than five minutes within the District 90 percent of the time. This project is part of the Fire Master Plan.
On October 26, 2021 a task order was issued to Fenagh Engineering & Testing (Fenagh for geotechnical inspection and material testing services in the amount of $38,647. On August 4, 2022 the task order was amended to include additional observation services of rock removal during grading operations in the amount of $28,208 increasing the total task order amount to $66,855.00. The proposed second amendment will provide for additional construction support services required through completion of the project. Fenagh has been successfully providing testing and inspection services to meet the project needs and maintain the project schedule. During construction, additional inspection and observation services beyond the scope of first amendment have become necessary for successful project completion. These additional services include shop inspections for the structural steel elements, increased structural masonry inspections combined with sheer wall inspections, increased compaction testing and additional grading observation related to oversized rock in the sub-grade. The second amendment in the amount of $58,901.52 will increase the total task order amount to $125,756.52.
Construction is expected to be completed in May 2023.
FISCAL IMPACT:
Funds for this project are budgeted in Fiscal Year 2022/2023 Fire Capital Fund 610 in Project No. 3383 (Fire Station 81).
