RECOMMENDATION:

Recommendation

1.                     Award and authorize the City Manager to enter into a Task Order Agreement with LAE Associates, Inc. for the Construction Management and Inspection Services of the Building a Better Connected Inland Empire Project (Westgate at Cherry and Victoria Avenues) (DE-24-195-SQ-12) in the amount of $949,235.00.

 

2.                     Authorize the City Manager to enter into any future amendments to the Task Orders for a total not to exceed $100,000.

COUNCIL GOALS:

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by focusing on relief of traffic congestion.

DISCUSSION:

The Building a Better Connected Inland Empire Project is federally funded along Cherry Avenue from Baseline Avenue to just north of the SR 210 Freeway and along Victoria Avenue from Cherry Avenue to Kestrel Avenue within the Westgate Specific Plan Area.  The project was successful with the award of $15 Million in FY 2022 Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant funds.

 

Major street improvements will be completed with the Project including additional lane capacity, integrated traffic system, medians with protected left turns, street lights, signage, roundabout, raised landscape medians, approximately 5 miles of Class II bike trails, approximately 2.5 miles of Class I bike lanes, approximately 5 miles of ADA compliant sidewalks, approximately 0.5 miles of multi-use trails, pedestrian crosswalks, and countdown signal heads.

 

The Project is nearing the completion of the design phase and will require extensive federal funding compliance documentation during the construction phase.  Additionally, the Project will entail a large degree of coordination with utility agencies, including the undergrounding of overhead power and communication lines, the construction of new water lines, and work within Caltrans right-of-way. 

 

On March 26, 2026, the City issued a Request for Proposals (RFP) to the City’s pre-qualified consultants list for Construction Management and Inspection Services for the Project.  On April 16, 2026, proposals were received from four (4) firms interested in providing construction management and inspection services for the project.  The cost proposals ranged from $693,520.00 to $999,995.00.  Evaluation of the proposals by staff determined that LAE Associates, Inc. was the most qualified consultant based on their thorough knowledge of the administration of federally funded construction projects, water line construction, coordination of power and communication line undergrounding, staff availability, and overall inspection and construction management service experience. 

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $949,235.00 for the full term of the Professional Services Agreement and is included in the Fiscal Year 2025-26 in Project 37600042-245-D-8130 and Project 37600042-630-D-8130.
