Recommendation
1. Authorize to procure Teaching Aids: Instructional and Classroom Supplies utilizing the Purchasing Policy and Procedure Manual Section 3.1.5 Non-Competitive Proposal - Purchased by Another Agency.
2. Authorize Purchasing Division to procure and use the Education Services Center, Region 2 Agency Contract 26-27 E000 to purchase the Instructional and Classroom Supplies.
3. Authorize the purchase order to Lakeshore Learning for FY 2026/2027 in the amount of $200,000 to support materials/supplies for the Fontana Expanded Learning Program’s school sites.

DISCUSSION:
The City of Fontana is currently in its eighteenth year of collaboration with the Fontana Unified School District as the Fontana Expanded Learning Program (FELP) provider. FELP is an After School Education and Safety (ASES) grant and Expanded Learning Opportunities Program funded program.
FELP provides physical education, enrichment lessons, homework support and 21st Century Skill lessons to meet the program requirements as well as align with the districts’ efforts to prepare students to engage their world and make healthy choices.
To ensure the program is able to purchase and meet the need for materials and supplies at the FELP sites, staff is recommending purchase orders be established for Lakeshore Learning. Lakeshore will support the program needs for materials and supplies allowing program to access high quality academic/educational materials/supplies.
Lakeshore offers a wide range of materials, such as school furniture, educational materials, classroom organization and decoration materials, for a variety of ages and grades. Due to the various program material needs Lakeshore provides, staff is recommending the City to open a purchase order with Lakeshore.
Staff recommends utilizing the GoodBuy cooperative purchasing contract administered by Education Service Center (ESC) for the purchase of Lakeshore Learning educational materials. GoodBuy is a public cooperative purchasing program that competitively solicits and awards contracts on behalf of governmental entities. The contract with Lakeshore Learning was awarded through GoodBuy's competitive procurement process, providing pricing and terms available to participating agencies. This procurement method is allowed per the City’s Purchasing Policies and Procedures Manual, Section 3.1.5 Non-Competitive Proposal when a product or service is being purchased was awarded a bid by another agency at the same or better price offered to the City of Fontana.
FISCAL IMPACT:
The program is budgeted in the adopted FY 2026/2027 Community Services Department operating budget as designed by the FUSD Operating Agreement. The cost of the curriculum is $200,000 and will be funded from Budget Unit #38624101 in the FELP Account # 8010.
Per the Operating Agreement with the Fontana Unified School District, the City will be reimbursed in an amount not to exceed $200,000 per year for services provided to the grant-funded after-school program.
