RECOMMENDATION:
Recommendation
1. Award bid and authorize City Manager to execute construction contract with Gentry General Engineering, Inc. for the construction of the Bus Pad (Transit Stop Improvements) TDA 2023 Project (Bid No. DE-25-182-CC) in the amount of $99,346.80 and authorize a 10% contingency in the amount of $9,934.68 (Bid No. DE-25-182-CC).
2. Approve and authorize the City Manager to execute any and all utility agreements, utility easements, and subsequent agreements on behalf of the City of Fontana for the Bus Pad (Transit Stop Improvements) TDA 2023 Project (Bid No. DE-25-182-CC).
3. Appropriate $40,000.00 from Measure I, Local Fund (Fund 246) to Project 37600069, Bus Pad (Transit Stop Improvements) TDA 2023 Project.

DISCUSSION:
The Bus Pad (Transit Stop Improvements) TDA 2023 Project consists of the construction of concrete bus landing pads, removal and replacement of existing sidewalk, the modification of existing landscape and irrigation, traffic control, and other work as directed by the Engineer to accommodate field conditions at 10 locations throughout the City of Fontana.
On October 11, 2023, San Bernardino County Transportation Authority (SBCTA) approved funding in the amount of $59,023.00 from the Transportation Development Act (TDA), Article 3 Transit Stop Access Program for the City’s Bus Stop Project. On December 12, 2023, the City Council approved the adoption of Resolution No. 2023-115, authorizing the submittal and request for reimbursement(s) for TDA Article 3 funds for the Transit Stop Improvements Project in the amount of $59,023.00, and that the Public Works Director/City Engineer is authorized to certify project completion.
On August 28, 2025, bids for this contract were opened. A total of fourteen (14) bids were received ranging from $99,346.80 to $263,293.00. Gentry General Engineering, Inc. is the lowest bidder in the amount of $99,346.80. The Engineer’s Estimate was $125,000.00. After reviewing the proposed bid documents, Purchasing and Engineering staff have determined that Gentry General Engineering, Inc. to be the lowest responsive and responsible bidder.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $109,281.48, for the full term of the construction contract. The available budget in Project #37600069 is $84,269.00. Considering all project expenses, an additional $40,000.00 is being requested. The $40,000.00 will be allocated from the Measure I, Local Fund (Fund 246) and the request will be included in the First Quarterly Budget Report.
