RECOMMENDATION:
Recommendation
1. Approve and authorize the City Manager to enter into a Task Order in a not-to exceed amount of $607,710.00 with HR Green Pacific, Inc. for engineering design services for the SCE Undergrounding Acosta & Firebird Circuits Project (DE-24-195-SQ-14).
2. Approve and authorize the City Manager to enter into any future amendments to the Task Order in a not-to-exceed amount of $100,000.00.
3. Authorize the City Manager to enter into any and all utility agreements, utility easements, and any related items on behalf of the City of Fontana for the SCE Undergrounding Acosta & Firebird Circuits Project (DE-24-195-SQ-14).

DISCUSSION:
The SCE Undergrounding Acosta and Firebird Circuits Project consists of converting existing overhead lines to new underground facilities. This project will be implemented in compliance with Southern California Edison (SCE) Rule 20B requirements. The project’s infrastructure goal is to install SCE conduit and vaults within the ultimate right-of-way. This project will help eliminate potential service outages and provide wildfire mitigation resulting from weather conditions by undergrounding these facilities.
On April 1, 2026, Engineering staff solicited a Request for Proposal (RFP) for Engineering Design Services from four (4) pre-qualified firms through the Purchasing Office. Three (3) prospective bidders downloaded the RFP documents. On April 30, 2026, a proposal was received from one (1) firm interested in providing design services for the project. HR Green Pacific, Inc. was the sole proposal received for the project. The proposal was evaluated and ranked in accordance with City policies and procedures and HR Green demonstrated their relevant experience and project understanding.
Engineering staff recommends that the City Council approve a Task Order Agreement in the amount of $607,710.00 with HR Green Pacific, Inc. for the Engineering Design Services for the SCE Undergrounding Acosta & Firebird Circuits Project.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $607,710.00 for the full term of the task order. Funds are included in the Fiscal Year 2025-26 budget in 37600033-610-A-8113. All future costs will be included in subsequent fiscal year budgets.
