RECOMMENDATION:

Recommendation

Authorize the City Manager to approve Invoice CINV-001415 from the City of Rancho Cucamonga for Right of Way Services related to the San Sevaine Trail Phase 1, Segment 2 Project.

COUNCIL GOALS:

                     To concentrate on Inter-governmental relations by working cooperatively with neighboring jurisdictions.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

 

DISCUSSION:

The San Sevaine Trail Phase 1, Segment 2 Project is a multi-jurisdictional cooperative effort that will enhance connectivity for bicyclists and pedestrians between the Pacific Electric Trail and public facilities within the Cities of Fontana and/or Rancho Cucamonga such as Etiwanda High School, as well as other future infrastructure improvements.  The trail runs parallel to the Etiwanda Creek, a flood control channel owned and operated by the San Bernardino County Flood Control District (SBCFCD).  The trail utilizes the existing County maintenance road along the west side of the channel and fills in gaps where a road did not exist.  The multiuse path begins with a direct connection to the Pacific Electric Trail to the south and runs north terminating at Banyan Street in the City of Rancho Cucamonga.  The project length is approximately 1.25 miles with 0.3 miles located within the City of Fontana and the remaining 0.95 miles located in the City of Rancho Cucamonga. 

 

In January 2017, the City of Fontana approved a Memorandum of Understanding (MOU) with the City of Rancho Cucamonga identifying roles and responsibilities of each jurisdictional agency.  As the lead agency, the City of Fontana was responsible for design and construction of the trail, while the City of Rancho Cucamonga was responsible for design review and construction inspection within its jurisdiction.  Each agency will ultimately be responsible for the ongoing maintenance and operation of the trail within their respective agency boundaries.

 

In May 2021, the Council approved a First Amendment to the MOU with Rancho Cucamonga that identified Right of Way Acquisition roles and responsibilities between the two cities, identifying Fontana as financially responsible for all services related to acquisition of property within the City of Rancho Cucamonga.  Total cost of right of way services by Rancho Cucamonga to date is $137,939.66.  Fontana has paid $35,674.81 with a balance of $102,264.85 outstanding.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $102,264.85 and is included in the FY 2025/2026 budget in 37603345-635-D-8110 and 37603345-635-D-8310 (Park Development Funds).
