RECOMMENDATION:
Recommendation
1. Approve and Authorize the City Manager, or City Manager’s designee, to increase the Warm Shell Architectural Services by the amount of $39,000.
2. Approve and Authorize the City Manager, or City Manager’s designee, to enter into any future amendments and documents necessary for the architectural services of 8572 Sierra Avenue not to exceed $5,000.
3. Approve the Non-Competitive Proposal Single Source/Sole Source method of the City’s. Purchasing Policy and Procedure Manual 3.1.5 Non-Competitive Proposal.

COUNCIL GOALS:

• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
DISCUSSION:
The project consists of warm shell tenant improvements of City-owned property for 8572 Sierra Ave. The project will provide infrastructure needed to convert the building into a modern restaurant space. The following purchase orders and increases have been processed for architectural services provided by Andresen Architecture:
• $45,600 for architectural services and construction documents
• $18,000 for the additional scope of work of the Kitchen Plans
• $88,500 for Phase II tenant improvements on the second floor
The consultant has submitted a proposal to provide:
• $26,500 for the Dry Utility Coordination
• $12,500 to revise the plans for Phase II to include Skylights
Increasing the fiscal year 2026-2027 Purchase Order by $39,000. The proposed improvements will create an opportunity for a restaurant operator to help expedite the market-driven revitalization of Downtown Fontana. This procurement method is allowed per the City’s Purchasing Policies and Procedures Manual, Section 3.1.5 Non-Competitive Proposal when a follow-on procurement for the continuity of the project where such placement was necessitated by prior procurement decisions.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $39,000 and is included in the project string 37600080-601-A-8113 in Capital Reinvestment Fund 601 and supplemented by grants when possible.
