RECOMMENDATION:

Recommendation

Adopt Resolution No. 2025-048, adopting the Measure I Five Year Local Street Capital Improvement for Fiscal Years 2025/2026 - 2029/2030.

COUNCIL GOALS:

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by utilizing Measure-I Funds wisely.

 

DISCUSSION:

San Bernardino County Transportation Authority (SBCTA) is responsible for administering the San Bernardino Measure I Program from which the City of Fontana receives funds for transportation projects.

 

On July 23, 2024, the City Council adopted by Resolution the Fiscal Years 2024/2025 - 2028/2029 Measure I Five Year Local Street Capital Improvement Program, also known as the “five-year look ahead CIP Plan” for projects to be funded by the Measure I Valley Local Streets Pass-Through Program. 

 

As program administrator, SBCTA permits local jurisdictions to amend the “five-year look ahead CIP plan” at the end of each fiscal year to account for expenditures made.  There were no changes to the plan over the last fiscal year and therefore an amendment is not required.

 

SBCTA also requires local jurisdictions to complete an annual update of the five-year program, identifying the projects to be funded in the upcoming fiscal year (FY 2025/2026).  Attachment “A” to the Resolution is the CIP List for the Fiscal Years 2025/2026 - 2029/2030, identifying the progress which will be funded by the Local Pass-Through Program.

 

FISCAL IMPACT:

Project budgets will be established as each individual project moves forward, providing full funding detail.  The Measure I Local Pass-Through Program (Attachment “A” to the Resolution) funds are received monthly and will fund the projects listed on the Local Street Program.
