RECOMMENDATION:
Recommendation
1. Award contract (Request for Proposals DE-25-67-SP) and authorize the City Manager to execute the Professional Services Agreement with UltraSystems Environmental, Inc. for the Foothill Boulevard from Hemlock Avenue to Almeria Avenue Street Improvement Project (Malaga Bridge) in the amount of $379,509.23.
2. Approve and authorize the City Manager to execute future individual Professional Services Agreement Amendments not exceeding $100,000.00 for the Foothill Boulevard from Hemlock Avenue to Almeria Avenue Street Improvement Project (Malaga Bridge).

DISCUSSION:
The Pacific Electric Bike/Multi-use Trail (PE Trail) runs within the former Pacific Electric Railway San Bernardino Line right-of-way and crosses Foothill Boulevard on a historic steel railroad bridge (Malaga Bridge). The proposed project will bring Foothill Boulevard to grade and replace the bridge with a single-span steel truss bridge to accommodate the ultimate six-lane section. The project also includes a landscaped median, storm drain improvements, and signing and striping.
As part of the project, the Malaga Bridge will be relocated to a nearby location along the trail. The pumphouse beneath the bridge will also be removed due to the change in street grade, as it is no longer needed.
On July 23, 2024, as part of the Determination of Eligibility review for a Historical Resource, the California State Historic Preservation Office (SHPO) issued a non-concurrence with the initial determination. This response necessitates a higher level of environmental study. To address SHPO’s comments, the City has decided to retain a new environmental consultant to complete the remaining environmental clearance phase more effectively and cost-efficiently.
On December 12, 2024, staff solicited a Request for Proposals (RFP) for the Environmental Professional Services by notifying firms through the Purchasing Office. Sixty-five (65) prospective bidders downloaded the RFP documents. On January 9, 2025, proposals were received from two (2) firms interested in providing the services. Proposals were evaluated in accordance with the State Local Assistance Procedures Manual process, based on several considerations including experience with similar work, schedule, understanding of scope and issues, along with available staff and schedule. The selection process was based on qualifications and negotiation of a fair and reasonable compensation. As a result, the staff recommends approval of the Professional Services Agreement with UltraSystems Environmental, Inc. The total not-to-exceed amount of the professional service agreement is $379,509.23.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $379,509.23 for the full term of the Professional Services Agreement. This amount is included in the FY 2024-25 budget in the Foothill:Hemlock to Almeria Arterial project #37603333 in the Measure I Reimb 2010-2040 Fund #245 ($257,686.77; 67.9%) and the Circulation Mitigation Fund #630 ($121,822.46; 32.1%).
