RECOMMENDATION:

Recommendation

1.                      Award bid to GArmor Hmmwv Land, Air & Sea of Las Vegas, NV for the purchase of a new X5 armored vehicle in the amount of $516,561.41 and registration and license fees.

 

2.                      Approve an appropriation in the amount of $516,562 from Federal Asset Seizure (Fund 223).

DISCUSSION:

The Police Department’s Lenco Bearcat armored vehicle is a critical public safety resource that enhances the safety of both police officers and citizens. It is used in response to barricaded suspects, hostage situations, active assaulters, suicidal subjects, and armed suspects in a vehicle. Patrol and SWAT officers commonly use the armored vehicle and must be able to rely on the vehicle to operate safely and effectively to bring dangerous situations to a safe resolve. Our current Lenco Bearcat is over 13 years old and is experiencing negative issues form heavy usage over a long period of time. The flooring in the rear of the bearcat is beginning to tear up, causing a tripping hazard. The ballistic windows are beginning to degrade. The engine has had multiple issues which have caused it to become unreliable over the past few years.

 

Fontana Police Department received three (3) proposal to replace the current vehicle based on the department’s criteria of technology, suspension, road capability, customizable, reliability, versatility, personnel safety, and delivery time.

 

Since the Fontana Police Department’s Lenco Bearcat was purchased, some advancements have been made in the production of armored vehicles. Several of these advancements and improvements can be found in the X5 APC UMG, an armored vehicle produced in Las Vegas, Nevada by GARMOR. Some of these improvements and advancements include better ballistic protection, engine upgrades, maneuverability and off-road performance.

 

A newer, more reliable and effective armored vehicle will enhance officer and public safety in some of the most dangerous situations that police officers face.

 

Terradyne Armored Vehicles Inc. provided an armored vehicle quote of $248,800. However, this quote does not include upgrades and is on a smaller vehicle chassis. Expected upgrades would push the cost of the vehicle to over $420,000. Terradyne Armored Vehicles Inc. is based out of Ontario, Canada and a lead time of at least nine 9 months.


Lenco also provided a quote for an armored vehicle with a smaller vehicle chassis. This quote was $334,011 and does not include upgrades as well, that would put the cost at over $410,000. Lenco’s lead time is anywhere from 12 to 18 months.

 

Fontana Police Department is recommending awarding the bid from GARMOR that meets all the criteria of the department that includes all upgrades and GARMOR has a 30-day lead for the X5 APC vehicle.

 

FISCAL IMPACT:

Total fiscal impact associated with the approval of this item is $516,562 and it’s not included in the FY25/26 Operating Budget. Funds will be requested with the First Quarter Budget Report from the Federal Asset Seizure Fund #223 in the amount of $516,562 to be appropriated to Org # 22340373.
