RECOMMENDATION:
Based on the information in the staff report and subject to the attached Findings and Conditions of Approval; staff recommends that the Planning Commission adopt Resolution PC No. 2024-____, and,
1. Adopt the Addendum to the SWIP PEIR (SCH No. 2009091089) and direct staff to file a Notice of Determination; and,
2. Approve the Tentative Parcel Map No. 22-026 (TPM No. 20639); and,
3. Approve the Design Review No. (DRP) 22-052.

ANALYSIS:
The applicant, Seefried Industrial Properties, is requesting that the Planning Commission review and approve Tentative Parcel Map No. 22-026 (TPM No. 20639) and Design Review No. 22-052 for the development of a 385,970 square foot industrial commerce building on approximately 18.2 acres located at the southwest corner of Slover Avenue and Citrus Avenue. (APNs: 0237-111-03, -04, -19, -20, -22, -36, -37, & -40).
Tentative Parcel Map No. 22-026 (TPM No. 20639):
Tentative Parcel Map No. 20639 will consolidate eight (8) parcels (APNs 0237-111-03, -04, -19, -20, -22, -36, -37, & -40) into one (1) parcel of 18.2 acres for the construction of a new industrial commerce center building. Consolidation of the eight (8) parcels will allow for the development of the new building and associated improvements consistent with the Slover East Industrial District regulations. The resulting single parcel will comply with all applicable development standards of the Slover East Industrial District of the Southwest Industrial Park Specific Plan.
Design Review (DRP) No. 22-052:
The development will be comprised of a new 385,970 square feet industrial commerce center building and associated improvements. The building will include 10,000 square feet of office space. In addition, the project will include 38 loading dock doors located on the northern portion of the building, on-site improvements including parking, landscaping and lighting, and off-site improvements along Slover Avenue, Citrus Avenue, and Catawba Avenue.
The architectural features for the building feature articulated building elements, mullions, and black aluminum canopies as decorative elements with low-reflective, blue-glazed glass. The exterior color palette for the proposed building is comprised of various neutral colors, including shades of white, and gray with red accent colors. The variations to the buildings face and roof lines, and tower elements at a maximum of 45 feet in height will make the project architecturally pleasing and will be consistent with the surrounding area.
The project site is physically suitable in size and shape to support the development of the industrial project. Applicable building codes, zoning codes, and fire codes and standards will be met and make for a safe, attractive, and well-designed project. The project design incorporates safety measures for automobiles and pedestrians in the area. The surrounding uses are industrial and residential in nature. The project meets all the requirements of the recently adopted Industrial Commerce Centers Sustainability Standards Ordinance.
Grading/Walls
The topography of the project site is relatively flat. The grading is consistent throughout the site with a gradual slope from the east to west of the project site. The proposed underground infiltration system would result in the collection of stormwater, percolation of stormwater, and outfall of stormwater volume in excess of infiltration basin design capacity into the gutter on Catawba Avenue.
The applicant proposes a 14-foot concrete tilt-up screen wall along Slover Avenue. There are three proposed 14-foot-high concrete tilt-up screen walls with 10-foot metal gates that will enclose the truck court to screen the loading bays and trailer parking spaces from view of the public right-of-way. The existing 8-foot-high wall along the south boundary will remain and a 10-foot-high wall extension would be provided along the southeast corner.
Site Access / Circulation / Parking:
Access to and from the project site will be provided by a total of five driveways. Passenger vehicles will utilize two driveways along Citrus Avenue and one driveway at the southwest corner of Catawba Avenue. Truck traffic is restricted to two driveways located on Slover Avenue and the northwest corner of Catawba Avenue.
Off-site improvements will include sidewalks, curb, gutter, parkway landscaping, and undergrounding of utilities. The project design incorporates safety measures for automobiles and pedestrians in the area. As proposed, the project is consistent with the standards of the Southwest Industrial Park Specific Plan and applicable standards of the Zoning and Development Code.
Environmental:
Pursuant to Section No. 15162 and Section No. 15164 of the California Environmental Quality Act (CEQA) Guidelines and Section No. 8.06 of the City of Fontana’s 2019 Local Guidelines for Implementing CEQA, an Addendum to the previously certified Southwest Industrial Park Specific Plan Program Environmental Impact Report (SWIP PEIR) (State Clearinghouse [SCH] No. 2009091089) has been prepared for this proposed project. The aforementioned EIR adopted by the City Council on June 12, 2012, anticipated various types of industrial commerce center building uses.
The proposed project does not represent significant changes to the approved SWIP PEIR relative to CEQA since it does not change the assumptions, analysis, conclusions, or mitigation. The components of the proposed project do not alter the EIR project’s significance conclusions or represent significant new information. Additionally, the proposed project does not require major revisions to the aforementioned EIR, does not lead to new significant environmental effects, or does not lead to substantial increase in the severity of previously identified significant effects. The proposed project does not trigger any of the conditions that warrant preparation of a Subsequent EIR. Therefore, an Addendum to the EIR has been prepared for this proposed project and no further/additional CEQA review is required.
An MMRP was adopted as a part of the Approved Project FEIR that ensures the measures identified in the FEIR to mitigate impacts associated with implementation of the Approved Project are applied to subsequent development projects in the SWIP Specific Plan Update area. The previously adopted mitigation measures applicable to the Approved Project will be imposed as conditions of the Proposed Project, and the MMRP, as applicable to the Approved Project, is contained in Appendix A.
