DISCUSSION:
The City of Fontana Council has approved the Randall Avenue Street Improvement Project (# 36000048) between Catawba Avenue and Citrus Avenue at the 2022/2023 fiscal year first quarter budget adjustment on October 25, 2022. The proposed improvements include pavement rehabilitation and installation of curb, gutter and sidewalks. The project will improve the existing road conditions by extending the pavement life significantly and providing continuous access to pedestrians through the school zone on Randall Avenue from Citrus Avenue to Catawba Avenue.
Staff solicited an RFP by notifying 46 prequalified firms through the Purchasing Office. Eleven (11) prospective firms downloaded the RFP documents, and a proposal was received from seven (7) engineering firms interested in providing design services for the project on December 15, 2022. The proposals were evaluated based on several considerations including experience with similar work, understanding of scope and issues, along with available staff and schedule. As a result, staff is recommending awarding the project to Onward Engineering for engineering design services based on being the best value to the city. Proposals pricing ranged from $53,436 to $369,041.
