RECOMMENDATION:

Recommendation

1.                     Award bid and authorize the City Manager to enter into a Graffiti Removal Service Agreement (BS-26-191-SP) with 86 Graffiti to provide graffiti removal service on an as-needed basis with a Not-to-Exceed Amount of $200,000 for the period of five years (5) at the sole discretion of the City.

 

2.                     Authorize the City Manager to enter any future amendments to the Graffiti Removal  Service Agreement not to exceed $100,000.

DISCUSSION:

In March 2026, the City of Fontana implemented a Graffiti Removal Program that allows Residential and Commercial property owners to sign a waiver that will allow our City contracted graffiti removal company(s) to remove all graffiti from private property at no cost to the property owner. To this date, the Code Compliance Division has opened more than 660 cases pertaining to graffiti.

 

To keep up with the demands of this ongoing nuisance, Code Compliance decided to expand the service for graffiti removal and go through another bidding process for additional graffiti removal companies.  After completing a formal bidding process, it was determined that the companies (BCM and DOPP) that the City is currently under contract that still offer the lowest cost.  However, the addition of 86 Graffiti will provide the specialized graffiti removal that is necessary where painting the surface is not feasible and/or requires specialized application for removal.  After evaluating the vendors responses, 86 Graffiti has been recommended to be awarded the bid for graffiti removal on an as needed basis.

 

FISCAL IMPACT:

Funds have been budgeted in the current Fiscal Year 2026/2027 operating budget specifically in the Code Compliance Fund, Org 10132401-8130. Existing purchase order will be disencumbered to cover the cost of the new vendor, not to exceed $200,000 for the remainder of the fiscal year.
