RECOMMENDATION:

Recommendation

1.                     Approve and authorize the City Manager to enter into a Task Order Agreement with Geocon West, Inc. for the Etiwanda-Slover Intersection Improvement Project (DE-24-195-SQ-23) in the amount of $282,414.72.

 

2.                     Approve and authorize the City Manager to enter into Amendment No. 2 to Task Order No. 1 with Jacobs for the Etiwanda-Slover Intersection Improvement Project (SQ-87-DE-19) in the amount of $169,700.00, for a total task order amount of $387,397.00.

COUNCIL GOALS:

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by focusing on relief of traffic congestion.

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by utilizing Measure-I Funds wisely.

 

DISCUSSION:

The Etiwanda-Slover Intersection Improvement Project will widen the intersection, modify the existing traffic signal, install sidewalks, storm drain improvements, and street lighting.  The widening of the intersection will enhance overall traffic circulation for both the City of Fontana and Ontario.  Through a Cooperative Agreement with the City of Ontario entered into on December 18, 2018, Fontana is the lead agency for the project while it is partially located in the City of Ontario. 

 

On August 27, 2026, the City issued a Request for Proposals (RFP) to the Pre-Qualified Geotechnical Engineering Firms list approved by the City Council.  The RFP outlined a specific scope of geotechnical and materials testing services during the construction of  the Etiwanda-Slover Intersection Improvement Project.  Geocon West, Inc. was the only firm to submit a cost proposal in the amount of $282,414.72.

 

On May 3, 2021, the City issued a Task Order to Jacobs in the amount of $199,217.00 to update the plans based on a newer survey for the Etiwanda-Slover Intersection Improvement Project.  On January 3, 2023, Amendment No. 1 to the Task Order was issued in the amount of $18,480.00 for a total amount of $217,697.00, for additional design changes specific to the ADO property in the City of Ontario as a result of the acquisition of land from ADO Holdings, LP.

 

Amendment No. 2 to the Task Order with Jacobs is necessary as the project moves from the design phase into the construction phase.  Engineering services by the project designer are often needed to ensure compliance with design standards and requirements.  Jacobs will provide construction management support services that include submittal review, request for information responses, field verification, and record drawing preparation to ensure the construction is compliance with the project design.  Amendment No. 2 will account for all anticipated engineering services by Jacobs during the construction, in the amount not to exceed $169,700.00. 

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $452,114.72 for the full term of the agreements and is included in the Fiscal Year 2026/2027 budget in 37603350-245-D-8112 and 37603350-630-D-8112 (Measure I-Arterial and Circulation Mitigation Funds) for the Geocon West, Inc. Task Order, and 37603350-245-D-8130 and 37603350-630-D-8130 (Measure I-Arterial and Circulation Mitigation Funds) for the Jacobs Task Order Amendment.
