RECOMMENDATION:
Recommendation
1. Approve and authorize the City Manager to execute a Cooperative Agreement for Construction of the Baseline Avenue at Palmetto Avenue Traffic Signal Project.
2. Accept outside Agency contribution of $236,341.00 for Project No. 0031 - Baseline Avenue at Palmetto Avenue Traffic Signal Project.
3. Authorize the City Manager to execute any future amendments to the Cooperative Agreement for the Baseline Avenue at Palmetto Avenue Traffic Signal Project.

COUNCIL GOALS:
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by improving the aesthetics of the community through code enforcement, street sweeping, and landscape maintenance.
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by focusing on relief of traffic congestion.
DISCUSSION:
The City of Fontana’s approved Capital Improvement Program budget includes the Baseline Avenue at Palmetto Avenue Traffic Signal Project (Project). The proposed improvements include construction of a new traffic signal at the intersection of Baseline Avenue and Palmetto Avenue. The intersection is ranked at the top of the City’s Traffic Signal Priority List. The implementation of a signal at this intersection will improve the flow of the traffic and enhance safety. Roadway signage, striping, and pavement will also be improved with this project.
The intersection is located at the City of Fontana and City of Rialto border with the north-east quadrant in the City of Rialto’s jurisdiction, whereas all three other quadrants are within the City of Fontana’s.
The cooperative agreement will define the financial responsibilities for both the City of Fontana and the City of Rialto for the construction of the Project. The City of Fontana will be the lead agency for the design and engineering, right of way, utility coordination, and construction of the Project. The total project cost is $980,365. The City of Rialto will reimburse the City of Fontana for 25% of the Engineering and Design, Utility, Construction, Construction Contingency, and Construction Engineering costs up to $236,341.00. The agreement will be approved in counterpart by the City of Rialto on March 14, 2023. The Project is expected to start construction in late 2023.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is increase in revenue in Capital Improvement Fund #602 by $236,341.00 to Project No. 36000031-246-A-8329 - Baseline Avenue at Palmetto Avenue Traffic Signal Project. Funds in the amount of $744,024.00 for the City of Fontana’s share of the project are already budgeted in Local Measure I Fund (Fund 246) in Project No. 36000031-246-A-8329 - Baseline Avenue at Palmetto Avenue Traffic Signal Project.
