RECOMMENDATION:

Recommendation

Approve and award the bid to Koba Construction, in the amount of $409,000.00, and authorize a 10% contingency in the amount of $40,900.00 to remodel the restroom at Fire Station No. 77 (PW-27-29-SB).

COUNCIL GOALS:

•                     Improve public safety by maximizing fire and emergency medical service resources.

•                     Concentrate on Inter-governmental relations by establishing partnerships and positive working relationships with other public agencies providing services to residents and local businesses.

•                     Invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

DISCUSSION:

Fire Station 77, located at 17459 Slover Avenue, was originally constructed with shared restroom and shower facilities. While common in older public safety buildings, the existing layout no longer adequately meets the privacy, hygiene, and operational needs of firefighters working 24-hour shifts. The proposed project will renovate approximately 738 square feet of interior space and improve approximately 2,302 square feet of exterior areas to enhance accessibility in accordance with the Americans with Disabilities Act (ADA).

The interior scope of work includes the demolition and renovation of two existing shower/restroom areas and one locker room. The current configuration, consisting of one shared gang shower/restroom and one single-occupancy shower/restroom, will be reconfigured into five single-occupancy shower/restroom facilities. Improvements will include new partitions, openings, interior finishes, and necessary mechanical, electrical, and plumbing modifications to accommodate the new layout. The remaining portion of the existing locker room will be converted into a dedicated laundry room to better support the station's daily operations.

ADA accessibility improvements will include modifications to the existing accessible parking stall and adjacent parking spaces, as well as improvements to the accessible path of travel from the parking area to the station's main entrance, as necessary to comply with applicable accessibility requirements. Overall, the project will enhance privacy, hygiene, and functionality for station personnel while improving accessibility to the station.

The bid for the above-named project was opened electronically at 2:00 P.M. on September 17, 2026. One Thousand Three Hundred and Eighteen (1318) bidders were notified of the bid. Bid packets were downloaded/received by One Hundred Twenty-One (121) vendors, and we received twenty-one (21) bid responses. Thirty-three (33) Fontana vendors were notified. Two (2) Fontana vendor responses were received. After evaluating the vendor responses, the Purchasing Division recommends Koba Construction, located in San Clemente, CA, as the lowest responsive, and responsible bidder.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $449,900.00, which includes a 10% contingency of $40,900.00. Of the total amount, $430,200.00 is included in FY2026-27 project 37300010-610-A-8313. The remaining $19,700.00 will be requested as part of the next quarterly adjustment from 21037317-8313.
