RECOMMENDATION:

Recommendation

1.                     Award and authorize the City Manager to execute a Professional Services Agreement with Rubio Medina, Architect for Architectural Design Services for the Metrolink Emergency Responder Substation Project in the amount of $455,190.00 (Request for Proposals DE-25-153-SP).

 

2.                     Approve and authorize the City Manager to execute future individual Professional Services Agreement Amendments not exceeding $100,000.00 for the Metrolink Emergency Responder Substation Project (Request for Proposals DE-25-153-SP).

 

3.                     Authorize the City Manager to execute any and all utility agreements, utility easements, and any related items on behalf of the City of Fontana for the Metrolink Emergency Responder Substation Project.

COUNCIL GOALS:

                     To improve public safety by increasing operational efficiency, visibility and availability.

                     To enhance the local environment for future generations and create a healthy economic and environmental future by creating neighborhoods that are attractive, safe and convenient for walkers and bicyclists.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

 

DISCUSSION:

The City of Fontana’s Capital Improvement Program Budget includes the Metrolink Emergency Responder Substation Project (“Project”). The proposed project is located within the Fontana Metrolink Transit Center, located at 16855 Orange Way, Fontana, CA 92335 and includes the demolition of the existing public restroom, construction of a new Fontana Police Substation and a café with public restrooms, along with a dedicated parking area for one motorcycle and one police vehicle. The Metrolink Emergency Responder Substation will be designed to accommodate up to five full-time officers and a front reception area. The total substation area shall not exceed 2,800 square feet and will include office spaces, a restroom, a small meeting room, and a public-facing front counter. Adjacent to the substation, a coffee shop will be constructed within an area not to exceed 900 square feet. The café will need to include two ADA-compliant unisex public restrooms.

 

On May 7, 2025, the City issued a Request for Proposals (RFP) for Architectural Design Services by notifying three hundred seventy-eight (378) prospective bidders through the Purchasing Office. Thirty-six (36) prospective bidders downloaded the RFP documents. On May 29, 2025, proposals were received from seven (7) firms interested in providing architectural design services for the project. The received proposals for architectural design ranged from $392,400.00 to $782,935.00 for all phases and were evaluated and ranked in accordance with the City policies and procedures.

 

 

Based on the evaluations, staff recommends approval of the Professional Services Agreement with Rubio Medina, Architect, a sole proprietorship of Irvine, CA, due to their experience, available project staffing and detailed approach to meeting the tight deadline. The total not-to-exceed amount of the Professional Services Agreement is $455,190.00.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $455,190.00 for the full term of the Professional Services Agreement. The $455,190.00 is included in the FY 2025-2026 budget in project 37600085-601-A-8113, Fund 601 - Capital Reinvestment.
