RECOMMENDATION:
Recommendation
1. Authorize the Purchasing Division to “Piggy-Back” from the Sourcewell contract 042021 for the purchase of the Motorola 800 MHz radios, software, and related accessories per Purchasing Policies and Procedure Manual 3.1.5 (Cooperative Purchasing Agreement) for the Police Dispatch Center.
2. Approve the purchase from Motorola Solutions in the amount of $125,693.53.

DISCUSSION:
Currently the Fontana Police Department Dispatch unit has 16 of the 800 MHz radios (Model XTL5000) in the center. Over the last year there have been a few workstations that needed to be repaired. The Manager contacted San Bernardino County Radio to repair the workstations. While troubleshooting the workstation, it was discovered that the current 800 MHz radios (model XTL5000) are outdated. The current radios in the center are more than 25 years old. County Radio advised that Motorola will no longer supply replacement parts for 800 MHz radio model XTL5000 currently installed in the center. The XTL5000 radios are now becoming obsolete.
The dispatch radios are essential for officer safety and support to field operations. The department would like to be proactive and purchase the replacement radio model APX6500 offered by Motorola. Once the radios are purchased, they will be programmed to the same frequency to work with surrounding cities throughout the county.
The Police Department would like to piggyback the contract between Sourcewell and Motorola Solutions. RFP #042021 was effective July 4, 2021, through June 23, 2025. In March of 2025 both parties mutually agreed to extend the contract through June 23, 2026. The Fontana Police Department will be utilizing the same equipment and services listed in the contract.
Staff request that Council approve the recommendation to purchase the 800 MHz radios for the Police Dispatch Center. Approval will allow for new 800 MHz radios to be installed allowing dispatchers to continue to provide uninterrupted communication to field officers.
FISCAL IMPACT:
Funding was requested during the 2025/2026 first quarter adjustments. Funds requested from Fontana Fire District (Fund 210) in the amount of $44,205 and the Transaction Use Tax (Fund 604) in the amount of $105,795.
