RECOMMENDATION:

Recommendation

Approve and authorize the City Manager to enter into a Restoration Agreement with Inland Empire Utilities Agency (IEUA) for the Chino Basin Rialto Supplemental Recycled Water Supply Pipeline Project.

COUNCIL GOALS:

•                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

DISCUSSION:

The Inland Empire Utilities Agency (IEUA) administers the Chino Basin Program, which is intended to enhance regional water supply reliability and sustainability through improved recycled water management. As part of this program, the Chino Basin Rialto Supplemental Recycled Water Supply Pipeline Project will convey recycled water from the Rialto Wastewater Treatment Plant to IEUA's Advanced Water Purification Facility in Rancho Cucamonga. The water will undergo additional treatment before being used to recharge the Chino Basin groundwater basin.

IEUA has retained Rados-Stantec as the design-build contractor responsible for the design and construction of the project. During the design phase, the contractor must perform utility potholing and geotechnical borings at various locations within the project limits to verify existing underground utility locations, identify potential conflicts, and obtain information necessary for the pipeline design.

On July 14, 2026, IEUA expressed concerns to the City regarding the cost and potential impacts of performing multiple pavement restorations during different phases of the project. Under the City's current requirements, pavement restoration would be required following the initial utility potholing and geotechnical investigations, even though the same roadway areas may subsequently be disturbed during pipeline construction. This approach could result in redundant pavement reconstruction, additional construction costs, and repeated disruptions to the traveling public.

To minimize unnecessary pavement reconstruction and reduce construction-related impacts, City staff and IEUA reviewed the proposed project schedule and construction sequence. Based on this review, staff supports a project-specific modification to City Standard Plan No. 1008 that would allow temporary asphalt pavement restoration following utility potholing and geotechnical borings, with permanent pavement restoration deferred until pipeline construction is completed.

Under the proposed modification, IEUA would be permitted to install temporary asphalt caps at potholing and boring locations within the project limits. However, IEUA would remain responsible for completing all required permanent pavement restoration in accordance with City Standard Plan No. 1008 no later than June 30, 2030, regardless of the project's construction status or completion schedule.

FISCAL IMPACT:

There is no fiscal impact to the City that is associated with the approval of this item.
