Recommendation
Accept as complete the work performed by Bomel Construction Company, Inc. for the construction of the Downtown Parking Structure Project (SQ-24-DE-23-01).

COUNCIL GOALS:

DISCUSSION:
On June 13, 2023, City Council awarded the Design-Build Contract for the Downtown Parking Structure Project to Bomel Construction Company, Inc. in the amount of $11,909,993.00, which included $900,000.00 in City-Owned Contingency. On September 10, 2024, City Council approved the increase in City-Owned Contingency in the amount of $800,000.00, increasing the total contract amount to $12,709,993.00 and the City-Owned Contingency to $1,700,000.00. The project was constructed within the existing parking lot of the City’s Human Resources Department Building located at 8491 Sierra Avenue, Fontana, CA 92335, and consists of a 4.5-tier parking structure with 323 parking stalls. The intent of the structure is to serve as both public and employee parking for the Civic Campus, as well as the planned Downtown area which is to be revitalized.
Bomel Construction Company, Inc. substantially completed the construction of the project, and the Temporary Certificate of Occupancy was issued on June 5, 2025. The final contract amount is $12,309,796.00, using $1,499,803.00 of the $1,700,000.00 City-Owned Contingency. All work has been completed to the satisfaction of the City of Fontana.
FISCAL IMPACT:
As part of the action to accept the construction of the Downtown Parking Structure Project (#37600035) as complete, the City will take over the operation and maintenance of this public infrastructure. Appropriate funding for the maintenance work is included in the FY 2025-26 revised budget under the Public Works Department, Support Services Division.
