DISCUSSION:
As an entitlement jurisdiction of the U.S. Department of Housing and Urban Development (HUD), the City of Fontana is required to annually prepare and submit the Consolidated Annual Performance and Evaluation Report (CAPER) to HUD. The CAPER document summarizes the City’s use of federal entitlements in a given fiscal year.
In FY 2020-2021, the City of Fontana received $2,099,242 in Community Development Block Grant (CDBG) Program funds, $714,785 in HOME Investment Partnerships (HOME) Program funds, and $179,675 in Emergency Solutions Grant (ESG) Program funds. The 2020-2021 CAPER evaluates the City’s achievement of goals established in the One-Year Action Plan for FY 2020-2021 and assesses the City’s overall performance during FY 2020-2021 in meeting priorities identified in the first year of the City’s adopted Five-Year Consolidated Plan (2020-2024).
Additionally, the CAPER provides a summary of outcomes associated with HUD funding allocated through the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Through this Act, the City received $2,467,484 in additional CDBG funds and $2,343,005 in ESG funds specifically earmarked to respond to the effects of the COVID-19 pandemic.
In FY 2020-2021, the City of Fontana successfully carried out the actions outlined in both the One-Year Action Plan and the Consolidated Plan.
As required by HUD, a preliminary draft of the CAPER has been made available for public review for a minimum of 15 days. From August 31 - September 14, 2021, copies of the draft CAPER were available to residents of the City of Fontana and other interested parties on the City’s webpage.
Notice of availability of the CAPER and invitation to comment was published in the San Bernardino Sun and El Chicano newspapers. To date, we have received no written comments on the CAPER document.
