RECOMMENDATION:

Recommendation

1.                     Approve and Authorize the City Manager, or City Manager’s designee, to amend the Professional Service Agreement in the amount of $44,375 per month.

 

2.                     Approve and Authorize the City Manager, or City Manager’s designee, to execute any future amendments and documents necessary for the Property Management of The Path.

COUNCIL GOALS:

                     Practice sound fiscal management by living within our means while investing in the future.

                     Provide a diverse range of housing types and levels of affordability while addressing homelessness in the community by address Homelessness through proactive programs, including the efforts of the COAST and MET teams.

 

DISCUSSION:

The City of Fontana has determined Homelessness and Homeless prevention as a top priority and has previously instructed staff to take all feasible actions in support of the City’s homelessness prevention plan. The City of Fontana owns The Path; formerly known as the Homelessness Prevention Resources and Care Center (HPRCC), an Interim Housing Facility with 120 beds dedicated to serving individuals and families experiencing or at risk of homelessness.

 

On May 28, 2024, City Council authorized the Non-Competitive Proposal Single/Sole Source method of the City’s Purchasing Policies and Procedure Manual Section 3.1.5 to procure the service.  The city entered into a professional service agreement DS-24-127-MS on June 15, 2024, for property management services with KCP Management, LLC.

 

The current contract is $30,000 per month renewing on 60-day extensions for the daily operations of The Path. Staff recommends amending the contract to a one-year agreement and expanding the scope of work to include security services with the following cost breakdown:

 

                     $12,500 per month for security services

                     $1,875 per month for administrative cost

 

The monthly cost will increase to $44,375 per month; with a one-year contract for the first year, with the option to renew on 60-day extensions.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $44,375 per month included in The Path Operating Expenses 10130105 FY 2025-2026 and supplemented by grants when possible.
