RECOMMENDATION:
Recommendation
1. Award bid and authorize the City Manager to enter into a construction contract with FieldTurf USA, Inc. for Ralph M. Lewis Sports Park Artificial Turf Installation for Fields 5 & 6 in the amount of $423,603.32 and authorize a 10% contingency in the amount of $42,360.00 (PW-26-180-SB).
2. Authorize the City Manager to enter into any related items on behalf of the City of Fontana for Ralph M. Lewis Sports Park Artificial Turf Installation for Fields 5 & 6 (PW-26-180-SB).

COUNCIL GOALS:
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
DISCUSSION:
The artificial turf fields at Ralph M. Lewis Sports Park were last replaced in 2015. Since then, the original 8-year warranty period has expired, and they are nearing the end of their expected service life.
On April 14, 2026, the City Council approved the purchase of new replacement artificial turf materials for fields 5 & 6 at Ralph M. Lewis Sports Park. The installation of those materials requires a competitive process. This contract (PW-26-180-SB) is for the labor and installation of those materials and includes the removal and proper disposal of the existing artificial turf. These fields are scheduled to be replaced in July 2026 to avoid conflicts with scheduled games.
On April 30, 2026, at 2:00pm, the bids for this contract were opened. A total of two (2) bids were received. The apparent low bidder (Greenfield Landscaping) bid was determined non-responsive and was rejected. FieldTurf USA, Inc. submitted a bid in the amount of $423,603.32. After reviewing the bid responses, Purchasing Division and Public Works staff have determined FieldTurf USA, Inc. to be the lowest responsive and responsible bidder. The engineer’s estimate was $422,000.00.
FISCAL IMPACT:
The total fiscal impact for this contract is $465,963.32. Funding is included in the Fiscal Year 2025-2026 operating budget in Org# 60437000.8130.
