DISCUSSION:
In March 2016, the City of Fontana dedicated a new Fire Station #73, located at 8143 Banana Avenue in the western part of Fontana. The $4.8 million facility was strategically located in proximity to the Village of Heritage and to future development. The Old Fire Station #73, located at 14360 Arrow Boulevard, is no longer an active San Bernardino County Fire Station. Old Fire Station #73 is owned by the Fontana Fire Protection District.
The City of Fontana and San Bernardino County Fire Department were recently approached about the possible use of Old Fire Station #73 by the Working Dogs for Warriors Corporation (WDFW).
WDFW would utilize Old Fire Station #73 as their headquarters for the training of dogs for veterans and firefighters. To that end, Staff and MDFW have negotiated a License Agreement with the following proposed deal points:
• MDFW would be authorized to utilize the Fontana Fire Protection District property (and a portion of the buildings) located at 14360 Arrow Blvd. - known as Old Fire Station #73. Several of the buildings will continue to be utilized by the San Bernardino County Fire Department for storage purposes. Should those buildings become available in the future, MDFW would be allowed to utilize them.
• The initial term of the License Agreement shall be for a period of three (3) years. The License Agreement allows for administrative extensions to the lease term based upon the mutual desire and consent of all parties.
• The Fontana Fire Protection District would agree to waive any lease payments for the use of this property by WDFW.
• MDFW will utilize the property and buildings as their corporate headquarters, to provide office facilities for the organization and to hold Board meetings. In addition, WDFW will train service dogs, provide scent detection training and SAR tracking and trailing training. The property will include a dog-wash for use by members of the service dog program.
• WDFW would be responsible for any/all improvements or repairs to the property or buildings, that are required to provide services at this location.
Approval of a License Agreement between the Fontana Fire Protection District and WDFW will allow for the use of Old Fire Station #73 for the training and care of service dogs for veterans and firefighters.
