RECOMMENDATION:

Recommendation

1.  Approve the purchase of the Crossroads Software for electronic collection of traffic related data and integration with Central Square RMS in the amount of $ 102,000.00.

2.  Authorize the Chief of Police or his assigned designee to sign the agreement between the Crossroads Software and the Fontana Police Department for the total amount of $102,000.00.

3.  Allow the Chief of Police or his assigned designee to continue to renew the annual maintenance agreements as long as it remains in the best interest of the City of Fontana.

DISCUSSION:

The Police Department would like to improve efficiency by utilizing an electronic collection software. Information Technology has assisted with research of available programs that would help accomplish the goal. Currently Crossroads Software company has allowed the department to demo their system.

During the demo period officers have found the software to be user friendly and reduces the time needed to complete citations and track reports.

Crossroads already has an established interface with Central Square RMS in use at the Fontana Police Department and is “live” with the interface at other agencies, making it easier and less expensive to install and test the same interface with the Fontana Police Department. It is also compatible with LaserFiche, our current document repository, used by the Police Department.

The software allows us the ability to automatically upload required SWITRS data to CHP. Crossroads has an electronic upload process to upload citations to the San Bernardino County Superior Court on a nightly basis. Citations produced in the Crossroads e-Citation System California Judicial Council compliant. This allows for a more efficient workflow internally.

The system proposed by Crossroads for the City of Fontana will work in conjunction with the Crossroads Analytics System already in use at the Fontana Traffic Engineering Department.

FISCAL IMPACT:

Appropriate funds from the PD Traffic Safety Fund #225 to the Traffic Safety budget unit #22540362 in the amount of $102,000.00.  Appropriate budget change forms will be submitted to the Budget Office with the 1st Quarter Budget Report. 

Additionally, the department requests annual recurring funds in the amount of $6,700 for software maintenance services in the City Technology Fund #102 beginning with the FY22/23.   Information Technology department will include the recurring funds in their operating budget in future years.
